1. NATO is a permanent and entangling alliance, committing the United States to the defense of any NATO country in the event it is attacked per Article 5 of the NATO treaty.
2. NATO is a regional arrangement under the auspices of the United Nations, subject to its supervision and at its disposal to carry out the enforcement of UN Security Council resolutions.
3. NATO places the United States Armed Forces — both its military personnel and civilian contingents — under the jurisdiction of the courts and laws of the foreign country where they are based in Europe, under NATO's Status of Forces Agreement (SOFA).
