"Predictive programming" is part of the art of controlling populations.
In it's most common modern implementation, predictive programming is used to condition a population to accept disaster so they will have minimal reaction. This way, the powers-that-be can cause disaster, profit from it, and enact laws furthering their cause ("New World Order" global government) with minimal response from the population.
The process involves exposing the population repeatedly to images or sounds that cause the mind to become accustomed to some idea. Then, when this idea occurs in real life, the reaction of the population is minimized.
