Where else is that permitted?  Why not aspirin in the water to every home or a decongestant in the system every spring time?  This would be unthinkable (I hope) as medication is a personal decision, and medically it is known that different bodies have different tolerances to toxic elements.  

And, fluoride is very toxic, a little more toxic than lead and a little less than arsenic!  It is often used in rat poisons and pesticides.   Even in small concentrations there is concern of chronic toxicity with prolonged use - fluoride gels, fluoride supplements and fluoridated water, it can all add up!
