There was a law passed in the mid 90's when I was involved in the political scene that gave "officials" the "right" to arrest and convict anyone who was found in posession of money that was found to have cocaine on it, even in microscopic, barely detectable amounts.

Our party fought the bill because it was well-known among researchers that all money has traces of cocaine on it making everyone a candidate for detention and conviction—which was the real purpose of the bill. Essentially, the powers-that-be want to make everyone a criminal so they can "legally" detain whoever they consider "undesirable".
