To be truly free is to be able to choose. Even Our Father in Heaven knows true love & true worship cannot be forced. He desires mercy and the knowledge of God out of pure Love. A free choice to make on earth. For I desired mercy, and not sacrifice; and the knowledge of God more than burnt offerings.
