As the God of Creation He is allowed to set the Standards for that Creation.
It is His Holy right!

But if your heart turn away, so that you will not hear..
Deuteronomy 30:17

It is our choice and God's choice too!
Like Israel when they went astray yet God brought them back.
God said I will never leave you, nor forsake you.
Hebrews 13:5

But the choice is still up to us to follow Him or not.
Love Him or not.
He said come follow Me.

And he said to them, Follow me, and I will make you fishers of men.
Matthew 4:19

And Jesus said to them, Come you after me, and I will make you to become fishers of men.
Mark 1:17

As His children He wants us to follow Him.
But He wants us to choose freely to follow Him because as a God of Love without "free choice to do so"..
It's not truely love at all.
He gave us the gift of Creation life and He gave us the gift of choosing to be with Him or not.
