No - it COULD mean that even if mercury tests nil, the person may be infested with mercury, but it just is not showing up in the hair. There are other, more complicated tests, that would show if there is mercury lodged in the body.

If a person is deathly ill shortly after getting mercury put in their mouth, I certainly would suspect mercury poisoning. If it was me, I would find a practitioner with experience in the more sophisticated mercury tests.
