Global Announcements Gone

It took a while, but a new header-management system now enables us to display very important media at the top of the forum in a horizontally-scrolling box.

This allowed us to eliminate the large number of "Secret-News" Global Announcements. This update is sure to make a lot of people happy because it makes utilizing the forum much easier, especially for newcomers.

There are more updates to come, but I sincerely hope the recent ones make using the forum easier and more convenient.
