I remember reading some Patents related to HAARP involving using metals in the ionosphere to affect weather patterns. These were public records too! I think it was in the book "Angels don't play this HAARP".

So ya, definitely being used to affect weather in my opinion. It may even be the primary goal of the chemtrails.
