The only thing I know of is Witch Hazel. I had to use some not long ago. They last until the swelling goes down. Sometimes a day or two, sometimes a week..at least that's how it happened with me.

This is a basic manifestation of systemic circulation disorder (venous engorgement), topical applications would not address the cause of the problem.
You can cure it with a moderate sustained endurance exercise.
