Maybe a website with an informal petition, simple. secure, and realistic so that signers could verified if needed (email, phone, zip) would be a good place to start.

Shouldn't be diificult to collect a zillion signatures. Ask signers if they would like to be part of a class action lawsuit, a few hundred thousand signatures of that nature would raise a few congressional eyebrows. Might take a couple years but someone has to start.
